Job Description

Management of the Partnership Integrated Community Employment Scheme (PICES) on behalf of the sponsor – Southside Partnership DLR (SSP)

Administration & Finance

- Maintenance of all files relating to the project
- Maintenance of resources within the PICES office
- Preparing routine reports for SSP and DSP
- Submission of Project Plan to DSP (on behalf of Sponsor)
- Obtaining quotes as appropriate from suppliers
- Processing cheque requisitions and payment of invoices
- Submission of wages instruction to accounts department each week and processing as required
- Submission of materials and wages claims to DSP
- Maintenance of wages, materials and training accounts/proper recording of same
- Regular review of systems/policies & procedures within the project and implementation of changes as required and approved
- Production of PICES newsletter to disseminate information to staff
- Ordering materials for PICES and staff members where relevant

Human Resources Management

- Manpower planning: recruitment & selection of staff onto the PICES project (establishing staffing needs of community groups, drawing up job descriptions and specifications, advertising positions, interviewing, selection and reference checking.)
- Induction training of all new staff onto the project
- Assessment and submission of extension proposals to DSP for relevant staff members
- Implementation of exit strategy for staff leaving the project and connecting them with the relevant supports, e.g. Local Employment Services (LES), DSP, educational supports, arranging work experience with local employers etc.
- Liaising with host groups on all aspects of staff manpower planning and staff development
- Training & development of staff on the project: Identifying training needs and establishing a training plan for each staff member, researching and scheduling appropriate training courses, reviewing training. Arranging group training as appropriate.
- Maintenance of DSP Individual Learner Plan system and SSP Personal Action Plans
- Organising internal/external work experience for staff on PICES where relevant
- Maintenance of all staff records, including contracts, timesheets and leave records
- Undertaking annual staff performance and participation appraisals
- Dealing with grievance and disciplinary issues
- Keeping up to date on all aspects of employment law
- Keeping up to date on Health & Safety legislation and ensuring that all staff are provided with relevant training and resources

Support to PICES staff
- Provision of relevant information to PICES staff
- Develop an understanding of the background to the needs of the staff
- Visit PICES staff on-site and conduct one-to-one meetings on a regular basis
- Provide support and information to participants regarding social welfare entitlements and employment/educational supports available
- Provide development and progression support to all staff members
- Encourage the progression of staff into further employment/training and provide CV & Interview support and training as necessary
- Treat all participant information in a confidential manner

General
- To provide positive progression options for all who engage with PICES including unsuccessful and successful applicants by creating Personal Action Plans / Individual Learner Plans as appropriate
- To ensure all who engage with PICES are fully aware of the range of supports available both through the wider Partnership organisation and other support agencies and groups in the local area
- To work closely with other staff within Southside Partnership to identify potential candidates for participation on PICES e.g. Tús, LES etc. along with identifying potential progression support routes for those leaving e.g. LES, JobClub, enterprise, training etc.
- To attend relevant DSP/SSP workshops and training as requested
- To provide support & guidance to host groups in relation to project development as required
- To apply the principles of equality to all aspects of work
- To adhere to the policies and procedures of the Southside Partnership DLR
- To support Partnership activities including data recording systems (IRIS/Salesforce/ILP), report writing, promotion etc.
- To ensure that PICES activities support the overall strategic vision of Southside Partnership in line with our Social Inclusion & Community Activation Programme funding stream
- To operate within the guidelines of Community Employment as determined by DSP
- Other duties as may be reasonably requested by Southside Partnership management to help ensure the efficient and effective running of the organization.

Person Specification

The successful candidate will possess the following:

- Excellent interpersonal and communication skills
- Good administration skills including a comprehensive working knowledge for Microsoft Office package or similar
- Hold a Major 3rd level qualification (NFQ Level 6 or higher) (Minor/component awards at Level 6 or higher are insufficient)
- Have a minimum of 3-years relevant supervisory experience
- Have a working knowledge and understanding of the principles of community development and social inclusion
- Be familiar with the issues faced by the unemployed when re-entering the workplace

This position also requires:

Own transport with full clean driving license, Garda vetting and a minimum of 2 relevant references.

Terms & Conditions: Commensurate with DSP funding guidelines for CE. Salary scale commencing at €639.61 gross per week.
